This was taken in early September in the Connecticut state legislature, during House deliberations on the Connecticut state budget. The solitaire players are Democrats Barbara Lambert and Jack Hennessey. The guy next to them is checking baseball scores. The guy in the row in front of them is on Facebook.

We are not inclined to judge. If we had to sit through budget deliberations, we would probably check baseball scores too.
